understanding pool timer

The below picture shows my timer at 17h03

from my reading it is meant to run from 08h00 to 16h30 so that the pump has stopped rnning seems about right.

what i would like to know is how do i read the clock bit (grey hand and arrow)? as well as the 4 boxes with numbers in them.

so soon after 14h00 it had stopped. so i may guess that it stopped 13h30. meaning it is possibly off by some 3 hours
