Pool Filter Issues

Hi i am having some issues that i cant seem to figure out.
I have a DE Hayward Filter. the pools is around 5000 Gallons of Water. When i opened my pool this year is was more green than normal.
I shocked the pool Quite a bit. the water is not dark green anymore but more of a dark teal now. It has been two days.
I have noticed that the pool filter is not returning much water to the pool. when i start the filter it will return the water at a good rate. after about 10 to 15 min sometimes 30 it seems to come to a CRAWL. I have back washed and done a full cleaning by taking the fingers out and spraying them down. this has been done twice.
I do not see any water leaks around the pool or from the filter either.

The filter is doing it's job, thats why it's slowing down because it gets full of your algae
Did you Slam (Shock Level and Maintain) with relation to Chlorine / CYA Chart and Recommended Pool Levels
