Cleaning a Haywood Chlorinator

The insides of my Haywood clorinator are covered with "gunk", a pastey mixture of chlorine. In the past I have cleaned the insides with a flat blade and it seemed to work ok. Lately the clorine feed is very weak and I started to develop algee problems. Adding chlorine tabs into my skimmer reduced the problem which tells me that fluide from the chlorinator is restricted.

Specifically, how do I clean the inside of the overflow tube that feeds the chloine into my pool? How also do I "renew the inside of the entire chloinator?
