Above Ground Top Rails Flaking Paint

I have a relatively new pool (2 years old) and the top rails are flaking paint like crazy, mostly on the water side underneath. What can be causing it? The pool brand is a reputable one. I use Baquacil. If anyone has experienced this or knows a possible cause, please respond. Thanks.

chem levels good? if so then it coudl be from a pin hole. pop them off and paint them or take them to a body shop for the paint.
