Currently a Pentair 120V light is installed and it's not working - water in the light housing got wet and it's all rusted.
The light is connected with a 60 ft cord that goes underground to the switch.
Is this cord inside a conduit or exposed to soil.
My question is, how can I replace the light housing. I assume I'll have to pull the cord all the way from the switch.

Usually the light cable terminates in a connecting box on the terrace above the light fitting so the thick cable is only a short run to the light fitting.
I may not give you the answer you want to hear, but I will give an honest opinion of your situation as you decribe it.
