I want to install new pool ladder and some rails. Do I really need the anchors in the cement or can I just cement the rails etc right into the cement? And yes, I am a cheapskate and looking for ways to save some $$,

It all depends on what you buy to install
The anchors through a flange into the finished pool deck will allow you to remove it in the future
The buried in cement type will be permanently fixed and make finishing the deck difficult
To actually drill and fix to the finished deck shouldn't be expensive and quick to do (just the cost of fixings and drill)
