Issue with waterfall descent cascade

Hello. Recently, our waterfall (descent cascade type) has not been spilling out evenly. We thought there may be a clog inside and use a thin tool like a hacksaw) to probe and dislodge anything in there. However, we did not feel anything blocking. Anyone has any idea what is the issue? Thank you.
