Removing pea pebble gravel pool deck surface

Hello, I have to do something with the pea pebble pool deck surface around my pool. When I bought the house there were several areas that had came up showing the concrete under. Also the little pebbles are coming up all over and are hard on the feet. I am looking for some advise on options I have, Can I do anything over the surface, maybe patch the bare areas and coat with a product made to seal it, Lay tile over it as longs as I remove all loose areas, or do I have to remove all the pea gravel then do something with the surface underneath? I am very handy around the home and will attempt to solve the issue using my labor, just need to get pointed in the right direction. Also the pool deck area is pretty large. Thanks, Steve
