Pool depth measurement

How is the depth of a pool measured...from the bottom of the coping, from the bottom of the 6 inch tiles or from 2-3 inches above the bottom of the skimmer?

From normal water level. Pool depth is not critical factor nor is pool volume. Close enough is good enough usually.
