rough discolored areas on pool floor and walls

I swim nightly in a community pool. Recently, it was noticed that there were rough and discolored spots on the pool floor. Another resident checked the spots and decided kids (no kids live in the complex) had thrown concrete in the pool. Since then I have learned that some residents think we have a salt system but I have noticed the strong odor of chlorine that burns the eyes on the day the pool maintenance person is supposed to come.

My question is: could the mixture of a salt system with chlorine cause the plaster to blister and create rough spots?

I recently checked the walls of the pool and the rough spots are on the walls too which kind of negates the theory that kids threw concrete in the pool.
