Turbulent water

Turbulent water
the return line in the 6300 gal. spa causes the spa to be very turbulent.I rotated the eyeballs and even removed two of the three eyeballs so the line wouldn't have the as much restriction but it didn't help.pump pressure is at 3,influent at 14 efluent is 8 and rate is at 140.any suggestions?
