Propylene glycol may be used as the dispersant?
It is a component of Corexit which was used to disperse oil after the Gulf oil spill.

I've been using a solar blanket for years. I started off with a purchased fish that you threw into the pool, but it only lasted a month and became expensive.
I ended up making my own.

Steryl Alcohol is pelleted like grains of rice. It is a soap ingredient, so very safe. Sold on Amazon etc. About $5 for a couple of pounds of it.
Second ingredient is Iso Propol Alcohol, (ISO) available at and drug store or supermarket.

I buy a 1 pint bottle of ISO, add a teaspoon of Steryl Alcohol, and the put it into a microwave (with the top off) and warm it up. No need to get it boiling, just hand hot. Shake it up, let it cool, then place it in a plastic bottle with a squeeze trigger. It might solidify, so just add a little more ISO to thin it.
After about 8 years I still have most of my Steryl Alcohol left.
Twice a day I squirt a trigger full onto the pool. I may add a second squirt just for the heck of it!.

Your pool, you can add whatever. However the liquid pool cover coats the filter media reducing filtration effectiveness. You can also provide a bacterial feeding point if the chlorine gets low. I know some freeform pools are near impossible to cover so sometimes options are not great.
I may not give you the answer you want to hear, but I will give an honest opinion of your situation as you decribe it.
