Difficulty with new pool heater after remodel

This is about one of my customers (I'm a landscper), Pool is about 40X18, current heater that will not operate is a Pentair 400K. Installers are saying that the gas pressure is not high enough and needs a NEW 2 inch gas line installed from the meter, which would require multiple thousands of dollars and digging the entire yard up, which they just paid 15,000$ to get fixed back again after the remodel. Their previous Hayward heater operated just fine for 5 years there without any issues on the same gas line. Everyone is kind of flummoxed as to what is going on, and why this is occuring. I have been told a couple people that Low NoX heaters are more picky about gas pressure that atmospheric heaters are. Is this true, and possibly the reason the Hayward worked, and this Pentair won't? Any advice and help apopreciated. Equipment is about 120 feet from the meter.

Have you figured out the issue? I have a similar problem.
