Low pressure in waste

We are trying to vacuum the pool. It runs fine on filter when we fill hose with water. When we switch to waste, the pressure goes down and the water in the pump goes down. We tried removing the hose from skimmer and waste...same low pressure.

Having low filter pressure in the waste setting is absolutely normal. The water doesn't even pass through the filter, which is where you are getting your pressure reading from. As far as the pump, if this is what you meant, the multi-port settings on your filter have nothing to do with this and this would be a separate issue, possible your lid o-ring needs replacing. The waste setting alone will not cause pump issues.
