I have a Heyward sand filter and the PSI is around 23. Is that normal? I've been having trouble getting strong suction in order to vacuum. I did backwash and still had the same suction problem. The PSI did go down a little bit.

I don't thing there is an exact pressure, it depends on your pump and system
If you do a good backwash (run till the sight glass shows clear)then note the PSI and that will be your base point. As the filter gets clogged the pressure increases
Regarding your suction when vacuuming check for air being sucked in through the pump strainer "O" ring (lubricate with silicon grease or vaseline.)
Borrow another vacuum hose that is working OK and try that in your pool (there may be a split or hole in yours sucking in air)
