Keeping Pidgeons away from pool/spa spillway

When I first moved to Las Vegas and purchased a house with a pool, I had pidgeons lined up on my roof peaks waiting to get a drink from my pool /spa spillway. I had droppings by the pool and also coming off my roof onto my patio when it rained. Tried a flagstone bridge over the spillway, but that did not eliminate the problem. Then I went to a "party" store and purchased some silver party streamers. I placed these along the raised portion of the spa/pool transition and anchored them with small pieces of flagstone. Pidgeons no longer drink from the pool/spa and no longer sit on my roof waiting to get a drink. They must have moved on to easier pickings to drink. See attached photo.

Pigeon poop is concentrated phosphate, might be time to test the water and possibly treat to lower phosphates.
