tarry brown substance at water line

We just resurfaced our old pool with pebble tech sheen and are using a barracuda cleaner. We have a tarry scum line at the tile line by the stairs. What is causing this. I have heard that sometimes the black stones in the pebble tech may be oily. Help, we are scrubbing our tiles everyday.
