Pool walls move

We have had our pool for 1 mth. Everything is going great and we just got a deck around it...we just noticed that the pool walls move with the water waves and the toprails sway with the walls also. My boys do jump off the deck into the pool. Is this normal?

I have had two above ground pools in the past and neither swayed with the waves. When you say "Move" and "Sway", how much movement? The top rail should be pretty rigid as that's what basically holds it all together.
