Is this scale?

I’m sure this is a dumb question. New pool owner and pool is drained, is this scale that has built up over the Pebble Tec?

Have you done tests on it, Chlorine, Muriatic acid, and ascorbic acid while it's drained
It should be easy to clear up when you know what it is and drained down

Doesn't look like ordinary scale, it's possible to get metals to bond with scale, although it is a good picture I am with Dennis, carry out some tests
