Pressure gauge is always at 20ish psi

I have just bought a house and it came with a pool. Before I had it opened(today 4-7) the pressure gauge said 20psi? after I had a company come out and open it for me the pressure gauge hasn't really loved from the 20psi area. I am super worried that the filter is working really hard but ai can't tell. Do any of you have any advice?

Does it go back to zero when the pump is off? If so it's working correctlly. If not change
If it's around 20, do a backwash making sure you don't go to low in the pool and check the clean pressure
A sight glass will indicate when it's running clean, you will then need to move it to the rinse position
Stop the pump before moving it to the various positions
