Hayward salt system problem

I have a hayward aqua rite system. Salt level is 3200 as it was tested. I have installed 2 different t-15 cells. Both new and both read 5000 ppm. I have replaced the main pcb board due to if it runs it will over heat and damage board. I have tried several times to recalibrate with no luck. Don't know what's causing it. When I checked with local pool stores they just say to replace system. Any help would be appreciated.
