small above ground heater and pump

Interesting. I actually work at a big box hardware store and a customer was looking for something like this ...

There are half a dozen versions of this. All of them, that I could locate online, are sold outside of the United States. There are plenty of pumps. Plenty of heaters. But no low cost heater pump combinations for small pools, spas, hot tubs, etc.

Is this a legal restriction? Maybe too hazardous?

Anyone have any suggestions for my customer?
