Keeping a skimmer down and level

Can anyone tell me what is the best way to keep my surface skimmer on my easy set 18X4 pool level and sucking water? Everything i try, adjusting it on the shaft etc.. it just won't stay level. Can i weight it down or something? Any suggestions will be appreciated.
