Pump, Filter and Waste
Is there an optimum height these should be set at in relation to the pool water height, as i am re-positioning the equipment, and would like to set them up, for the best performance.

Are you referring to the height of the pipes connecting to the filter? If so, it all depends on the strength of your pump although they do tend to offset each other. For example if you put your pump & filter lower than the pool, the pump has to pump water uphill back to the pool...but it doesn't have to work as hard on the suction line as the waster is running downhill into the pump.

In my opinion, you would be best served trying to keep the pump, filter and pool at the same height and avoid extremes on either end.
