Travertine pavers on concrete no rebar

In building our travertine paver deck, our builder says they will pour a 4 inch concrete slab then place a layer of sand and dry set the pavers using polymeric sand for the joints. Also, they do not use rebar in the slab. Does this sound ok?

If you can afford it I would want #3 or #4 rebar in the slab ....#3 is prob fine ....good thing about pavers over the concrete if settling occurs you can always remove that section and reset the pavers if they will use a thin (1") layer of sand under the stone ....
