surface damage new construction looking for guidance

A couple of days after the pool was filled for the first time, we noticed an area where four or five holes or chips, over a space of about a twelve square inch area with no finish (pebble tec). It is the area where the installer stood last in his special cleated shoes. The builder is slow in coming up with a solution. Does anyone have any experience or advice? I'm concerned that the repair will be temporary.
