Copper mesh under fiberglass?

So my fiberglass pool was dropped in and filled yesterday. I hired an outside electrician (not from pool contractor) who told me that the electric inspector he spoke to said that pool is supposed to have copper mesh under it. (New York) he asked the pool guy if the pool had it under it and he said no and brushed it off. Going to make calls Monday but in meantime my google search said nothing. Has anyone heard about the copper mesh and necessity of it? Freakin out.
