Water keeps coming back

After my hole was dug for an inground pool, we noticed water accumilating in the deep end about 4-6" deep. After the gunite was sprayed the water came out of the weep holes created, and is about 2-3" deep. My neighbor told me that the bottom of the pool is probably at the water table.......What does this mean? I was told that the plaster guys would fill in all the weep holes. My fear is what will happen to the water under the pool now? Will it come through the plaster? Cause the plaster not to hold? Someone with a little knowledge on this, please let me know.
