Restore a filled in pool

I'm desperately looking for someone to assist me. We recently purchased a renovated home in Decatur, GA (metro Atlanta). The home had a pool (we believe it is concrete), but the remodeler decided not to service the pool because he did not want the liability, and instead, filled it in with dirt and gravel. We purchased this home, in part, because of the ability to unfill the pool and restore it. I haven't been able to find anyone to help us figure this thing out. We need help.
