Shelf being unlevel fix

After excavating, placed panels in place and where the pool walls sit on the shelf on the 8 ft section of the pool is off by about a foot compared to the walls in shallow end. What would be a good way to build the shelf up without having to start over? The wall panels sit on the edge of the shelf where it slopes straight down to bottom of 8 ft section. Any ideas?

Support the wall on concrete blocks, in fill with pea gravel and blind with sand
