Rebar rust issue?

Hello, we are at the beginning stages of building a pool with a contractor here in South Florida. We have ground water, and the pool company was pumping out the ground water but their pump broke and they have not replaced it and installed the steel/rebar frame. The ground water is over the rebar and the rebar is completely rusted in the deep end of the pool. Is this an issue before they spray the Gunite?

Shouldn't be an issue, once the gunite has been pumped in it will (should ) exclude the air and so no more rusting. It is important that any air pockets are removed but skilled gunite men know this.
