Help! Chipping marcite safety

My pool was originally built in 1978 with a marcite finish--which I know contained asbestos at the time.

When we purchased the house in 2018, the pool was showing serious signs of wear, but we made plans to redo it and swam in it anyway, not knowing the finish could contain asbestos. We're redoing the pool currently, but there was a lot of chipping and deterioration of the finish prior to the renovation. I'm assuming the finish had been redone sometime during its 40 year lifespan, but if it was not, was swimming in the pool safe? Is the asbestos an issue if it's in water?
