Risers/steps too high?

Risers/steps too high?

The shotcrete is done for our 30x15 pool with a 7x7 internal hot tub and Baja shelf. We asked our contractor about the risers/steps after noticing how uncomfortable it is to climb up and down them. I can't imagine my parents or our friends' smaller kids will be able to easily climb them. Here's what we asked and how he responded:


There are 2 risers from the Baja shelf to the pool, but the plan shows there should be 3 risers. The top riser is about 12 inches high and the bottom riser is 15-16 inches high. What can we do to make these more uniform and comfortable to use?

I made that adjustment. Thats all you need. With the water buoyancy you don’t need another step and the riser size is not supposed to be the same hight. This is functional not visual. Its under water. Thanks

Is he right about this?

Personally I don't think he is right
If the plan shows three risers then he should have put three in
Normally all above ground steps should be the same height as you can stumble
I agree with you about an elderly person would struggle to use the steps and it wouldn't be functional
I urge you to get it done now before work progress's to far
