I have a concrete pool with a fibreglass surface which is about 30 years old. The bottom of the pool is beginning to show blisters so I am thinking it is time for a resurface. What is the usual way to proceed in this case? Can we just cut out the blisters and re-fibreglass over the exisiting fibreglass? Or does the entire fibreglass surface need to be removed from the pool and new fibreglass applied to the bare concrete surface?
Any advice appreciated.

My fibreglass contractors would never re surface esp3if blistered as the blisters were deemed to be osmosis.
To give a guarantee they would always go back to the surface and start again.
