I am about to drain and paint my pool but first wanted to ask about hydrostatic relief valves.

I had my pool (which has a concrete bottom and fiberglass walls) painted about 7 years ago by a professional. They completely drained the pool and then drilled a 3/4 inch hole in the bottom of the pool since I did not have a hydrostatic relief valve. Instead of putting in a valve, I found out they just patched the hole with cement.

My concern is that there has been quite a bit of rain lately in my area and I am concerned about draining the pool and THEN drilling a hole but I don't know how else to do this. Anyone have any experience with this or any suggestions?
