stuff on surface. What is it?

I'm pretty good about treating our 650 gallon pool. It has an intex filter that's constantly going.
After the kids are in it, I'll usually put about a capful of water clarifier and every few uses I'll shock it with chlorine. About weekly for algaecide.
However, I've noticed the last couple uses a film at the opposite end of the filter input (coming back into the pool).
I took a pic of it on the skimmer. Circled where it typically forms in another pic.
I recently installed an orca reusable filter but I'm pretty sure this was happening when I used the disposable filters.
Any idea what this is? How to get rid of it?

Blunt reply coming;
intex filter element setups are not good, better with a sand filter. Clarifiers usually clog filter elements and in most cases should not be used.
Algaecide is a big pool industry con, clorine is the best algaecide. Chlorine burns out the algaecide so you use more chlorine,

I also noticed no surface skimming, only the through the wall pipe to the filter. Surface skimming it vital to keeping a pool clean, I would suggest in investing in the intex surface skimmer which hangs on the top tube.
