Green and cloudy water/ high Chlorine

Please Help! We had a battery of severe weather hit us last week and now we are trying to reopen the public pool. Problem is : It is green and cloudy but the chlorine level is really high. I am using algae free and clarifyer. Any other suggestions? We are hoping to reopen before the next heat wave hits us on Sunday.
