cloudy pool water

I am in Belize & have cloudy green water, I have shocked, chlorine is up, ph normal. I have cartidge filter, would a flocck work. I have no way to test calcuim, but our water is artesian well water, very soft and without minerals. We have had the pool for 5 years and have never been unable to clear up the water like this.
