green/cloudy for 3 wks

Please help! We have a 19x36 inground pool plus a brand new pump and cartridge filter system. This is our 3rd season and it's never taken this long to clear up our pool. All the readings are perfectly where they should be with Chlorine being extra, extra high (super shock level). We had a very green pool - but for 2 weeks now only a tiny tint of green, but so milky/cloudy we cannot see the bottom. It got to this point within 3 or 4 days of opening and hasn't changed since. Pool is clean, brushed and vacummed daily, filter is hosed down, PH, Alkalinity, and stabilizer all in the ideal range and we make adjustments here and there to keep these readings. No phosphates. The readings are backed up by pool store tests at two different stores. Have added algecides and clarifiers. We filtered 24/7 for one week straight and now need to shut off at night (high electricity cost). Any ideas on what we are doing wrong?

Do you know the pool volume (number of gallons in pool)?

What type of algaecide did you use?

Post all the numbers for the water chemistry. It will give us a better feel for what's going on with your pool.

Thanks for your quick reply. Over night our pool actually took a turn toward blue (slight green tinge here & there), but is still too cloudy to see bottom. Our pool holds 20,000 gal and the numbers are as follows (I'm guessing the measurement on a standard testing kit is ppm?):
ph: 7.2
free C: 10+ as of this morning, but had been double that all last week.
alk: right between 80 & 120
stabilizer: 30-50
We used Pheonix algae bomb as directed by our pool store (1 lb granules) and 20 oz of Robelle clarifier. Clarifier added today and 20oz about 2-3 days ago.
The past two years the pool has taken about 1 week to clear so 3 weeks has me worried and broke! Thanks again for your help.
