Brown /black stains on new pool

I had a new Gunite pool installed in May 2017. Salt pool. It developed staining in one month . Pool company blamed the pool maintenance service person. After many attempts to clean the pool and drain acid wash on the new pool ,the company drained it again ,cleaned and resurfaced with Pebble Tec in Aug.2017. Now the staining is reappearing . We have a new company recommended pool maintenance person . He says water maintenance is Not the issue. Could it be original defective coating now coming back through the Pebble Tec ? There are no known local water issues ,as many neighbors have pools with no staining issues and have the same heating , filter and chlorinator equipment.

Yes it can be the original but that's easy to say sitting at the computer.
Try looking up Mr Kim Skinner, he is an expert on this.
