Inflatables in pools

After a long hot summer in Spain our community pools have developed black 'mould' between the tiles, on the sides & the bottom. It has been suggested that the cause is the the use of inflatables in the pools. Can anyone advise, please. Is it possible or just an excuse for poor/inadequate pool maintenance?

Black algae is quick to take hold and spread in badly maintained pools when the free chlorine levels fall below 1ppm (stabilizer dependent).
