Vinyl liner out of place

My liner has come out of the track in several places. We had water between the liner and the concrete walls. We know that on initial install they used some sort of vacuum to take air out from between the liner and the wall but have no idea what to use. All the pool places have weeks and weeks wait for any service and the kids really want to swim, so trying to fix myself. Any and all help would be greatly appreciated.

I don't have a liner but my suggestion is to get a wet vacuum and shape some flat plastic conduit that you can connect to the vacuum and push down to the bottom between the liner and concrete. Taking care not to puncture the liner. The pool water will then force the liner back against the concrete wall

You must opt for a professional rather than fixing it yourself.
