I want to put a hand rail in the pool from the top step to the bottom of the pool . What type of bolts should i use that don't rust and mark the tiles.

Hand rail
All underwater hardware supplied with hand rails is stainless. That does not mean it will not corrode. Only very slow.
You have a wide selection of rails mounted on the deck and reaching well inside the pool and comfortably low.
This way you do not need to drain water to drill and mount anchors, but also have a easy access for a fix if not done properly to be sturdy. Do not skimp on the steel gauge. It is worth the price difference!
