Surging Pool Pump controller

Hi,

I have a Monarch ESC24 pump and chloromatic controller that is switching on and off. I first throught that the pump might be overloading the CB inside the analogue timer switch but even with the pump disconnected and powered off the solar pump controller the ESC24 still pulses. No Flow light is present and the Timer sw has recently been replaced with a brand new one.

Does anyone have schematic so I can fault find this and fix the problem.
