I have a algae (green) cloudy in my inground pool

I have been vacuuming the settled algae with filter on waste, aware of the fact I'm loosing water in the process intend to resupply when done. The vacuum has lost suction, is this because of the low water? Should I add some then hopefully it will work? I don't want to disturb settled algae before I'm done HELP!!!

My Pool: im pretty sure its about 25,000 gallons. Sand filter, vinyl liner, in ground.
Location: Norcross, GA

the vacuum hose should be filled with water first.. and pump must be running
