Jets

I am busy building a pool and I am having a disagreement with the constructor concerning the jets that he has fitted. It is over the issue of tiling. There is a base plate on the jet with the front part that screws in and out. To me it seems logical that the base plate fits flush with the pool edge whilst the tiles fit between the base plate and the part that screws in and out. That way you just screw the jet in until it fits tight up against the tile. The other fellow says the tile should fit between the base plate and the edge of the pool !!

Please can you tell me which is the correct method.
