Pool vacuum without skimmer

I have a 15' x 3.5' above ground cheapie round pool. It doesn't have a skimmer, just a port on the side of the pool that leads to a cheapie(ish) cartridge filter.

Here's my question: Can I use a regular pool vacuum with this setup and if so, how does one hook it up? I know that I could just go out and buy one then give it a try, but as you may have guessed, I'm a cheapie.

I've tried the hose-powered vacuums, but I find that they don't work very well.
