Spa drains below level

We have a spa that is at a higher level than the pool, and during the filter cycle will drain into the pool (slight waterfall). After the pump stops, the spa is normalizing to a level that is about 1 foot too low - the same level as the pool. This started happening after we had the valves replaced. I don't think the valves are set correctly to prevent the spa from draining. How should the valves be set, and is there another problem??
