Pool Not Skimming

I am having so much trouble. I just moved into a house with a pool and the skimmer is not sucking the dirty water and debris out of the pool. I have a DE filter and its an inground pool. I have tried everything backwashing adding DE and it stays stuck in the skimmer. I have unplugged all the pipes and cleaned the fingers of the filter and still no function. I dont know what else to do PLEASE HElp.....
