Low FC level

What is floc, clarifier, stabilizer, cyanuric acid,
algaecide, brightener, dichlor, sodium hypo,
sodium bisulfate, ....??

I have a SWG and my chlorine levels are low, algae is growing but salt reading is fine. I was told my phosphate levels are high but based on what I have read I should not have to add phosphate remover. Here is my question, how do I increase my chlorine levels without adding the phosphate remover? Do I keep shocking the pool to get rid of the algae so my chlorine levels can come back up? I don't have a lot of algae but there is some. I understand I need to have a good fc/cya ratio but I need to understand how to get to that point with a swg, considering that my fc level is low.
